i think they wear it when the vest is tight. and there is a chain and 2 really nice pins/brooch, 1 on each side.
and what do you call the brooch that you put between the collars of the shirt. and what do you call the thing that you put on the tip of the collar. its usually metal

Then the ‘broach’ you wear with a shirt is called a bolo tie
